Oahu moved to the less restrictive Level 2 of Honolulu Mayor Kirk Caldwell’s four-tier economic recovery plan on October 22. The mayor’s office says that to gauge whether Honolulu will move to a different level, the city takes two key numbers for COVID-19 every Wednesday. To move to Level 3 from Level 2, the average new cases for 7 days must be less than 50 on two consecutive Wednesdays. Also, the average 7-day positivity rate should be below 2.5% on these two Wednesdays.

The average number of cases for seven days today in Oahu is 99 and the positivity rate is 4.5%, according to Caldwell.

On Monday, Caldwell said that new infections among prisoners at the Halawa Correctional Facility would no longer be counted in his metrics for the recovery plan. A recent group in prison has been increasing the number of casualties in Honolulu and threatening to return Oahu to Level 1, the most restrictive of the mayor’s four-tier system.
